How not to stop a barking dog

Look, guys, just don't bark

       Woman at dog park with shaved Bichon Frise, looking like a cute rat: dog barks, woman is embarrassed, tells the dog no, dog continues to bark, woman stands and scolds the dog, saying NO more loudly, dog continues to bark.  Finally, the woman lightly taps the dog on the top of the head, which doesn’t change his behavior.  He comes over to bark at me. 

                                    At no time did she control the dog, at no time did she establish that the dog should obey her, at no time was the dog calm or submissive.                                                       I, the dog judge, sentence that owner to watching a dozen Dog Whisperer shows.
